Lightbulb Linking two offices through network

I have a friend who wants to setup private network with access to internet.

Here is the situation.

They have total 16 staffs in two different places in Singapore.

one office have 10 staffs located in Woodlands
Another office have 6 staffs located in CBD.

They want to have their own internal server (Shared drive) so that all staffs can exchange business documents.

They also wants to access internet for all 16 staffs?

What is the best way to go about it?

I would suggest that they connect to a server located in a IDC. The reason being is that if one side of the office is uploading a huge files, it will jam both office's network.

To ensure that only the right people to login to the Shared drive, I suggest using OpenVPN to connect to the servers.

That's my suggestion only

some HSDPA router come with NAS attached.
try to used with dyndns and ftp server with password protection.

3G -> HSDPA Router -> WiFi sharing
